    a) The primary function of the organization is to collect Central Excise duty and levy of Service Tax.

    b) Besides, different kinds of CESS, Additional duty of Excise, are also collected for the exchequer.

    c) Collection of duty and levy is ensured by close monitoring, preventive checks and periodical auditing.

    d) The Department also facilitates Export by sealing containers and packages under physical supervision. 

    e) The Department has separate Legal wing to deal with Litigations in Court and Tribunals.  High stake offenders are prosecuted.

    f) The functions are executed at the field level called Range Offices headed by Superintendents and assisted by Inspectors.  The Range Officer reports to Divisional Officer who is in the Rank of Assistant Commissioner/Deputy Commissioner.  The Divisional Officers report to the Addl.Commissioner/Commissioner.  

    g) Haldia Commissionerate consists of 6 Divisions consisting of 6(six) Ranges of 3 Divisions (Haldia-I, Haldia-II & Midnapur), 5(five) Ranges of 2 Divisions (Howrah West-I & Howrah West-II) and 2(two) Ranges of 1 Division (Andaman & Nicobar Island).

    h) At the Commissionerate level, the Commissioner of Central Excise & Service Tax is assisted by the Additional Commissioner, Joint Commissioner and Deputy Commissioner/Assistant Commissioner besides other Executive staff and Clerical Staff.   All the Officers assisting the Commissioner are given clearly defined work areas.  The Commissioner reports to the Zonal Chief Commissioner, who is located at Kolkata.
